This was a silly experiment using D layers and particles.
You can download the file used to create the video but Anime Studio wasn't happy to create this and did crash on me several times. The render time was also more than 12 hours!

First the tiled image is created in Moho and exported as a looped video.
Then in a new document, a D torus shape (created with a circle in a D layer) has this video applied as a texture.
The texture needs to be sized and aligned correctly for the effect to work - trial and error.

Another option is to use a static texture image, and then rotate the circle shape.

There are 3 colour styles
A smart bone is used to control layer order - so you can view the car from behind.
The windows are semi-transparent, so if the view is too high, then the inside of the car will be visible, but as there are no seats this may be unwanted.

The car drives down a basic D city. The camera moves along from a sky view.
A small animation has been added to the timeline, but further scenes can be easily created with this setup.
The buildings are kept simple to help with render time.
This setup could be used when directing or creating storyboards.

Using bones I move points so that objects appear D.
In this example, the two vanishing points are moved with one master bones. Other bones are linked to these bones and move in relation automatically once set.
Move the master bone in frame 1 to see this working.
Click on the other bones, then view their bone constraints and note the settings in 'position control bone'. The values range from 0 (closest to camera) to 1 (next to master)

A looping pattern is first designed and rendered as a movie
This movie is then applied as a texture to a D layer
The texture is moved over a few frames to add motion.
