The eyes are created in a 3D layer and controlled by smart bones.
Note: The control target bone has two hidden bones. These hidden bones are smart bones that control the X and Y of the eyes. To view these bones go to Bones > Show All Bones

This is one of the first times I have attempted to animate in Moho without vector graphics. I used a mesh for the face and eyes and drew the character. I think that the painterly look is quite cool.

Created by Prof Stephen Colbran at CQUniversity Australia and drawn by Ms Karen Dishaw.
